The new communities have far greater autonomy from central government than the old regiones and were a response to nationalist aspirations, which had built up under Franco. Some regions have more autonomy than others. Over subsequent decades the various institutions which now form the CAN were set up: the Council of Foreign Ministers in 1979, the Court of Justice in 1983, the Presidential Council in 1990, and the General Secretariat in 1997.
